Recruitment process

Recruitment will be a transparent and equitable process managed by the DTA in consultation with emda and appropriate partners

Early applicants will have participated in EMMTAS launch event on November 27th.

Participants have been invited to submit an outline proposal on the expression of interest form available in the downloads section

Applications will be considered in relation to;

• Investment readiness

• Local agency support eg SSP, LSP, local authority etc

• Likelihood that the proposal will generate an income for investment in partnership sustainability, partnership objectives and the offer in the town.

• The fit of the proposal with regeneration priorities set by the town partnership

• The fit of the proposal with national, regional and local strategies eg . Modernising Rural
Delivery, Regional Economic Strategy, Urban Action Plan, Local Area Agreements, the Treasury Third Sector Review

The objective of the recruitment process is to identify up to 14 partnerships who have proposals that have most chance of contributing to partnership sustainability and partnership regeneration objectives within the life of EMMTAS. Early progress will be crucial.

Round 1 of EMMTAS will open on December 1st and applications will be received until January 22nd. Subject to feedback on likely applications in the SSP area, where support is clearly in place from strategic agencies and where we assess that the expression of interest in EMMTAS has evidenced that substantial and appropriate work has already been done, early applicants will be admitted to EMMTAS prior to January 22nd.

Where applicants do not pass these thresholds, applicants will be assessed at the end of January in order to identify partnerships with the best fit to EMMTAS objectives.

If Round 1 does not identify 14 suitable applicants, a second round of applicants will be sought during April. Further information will be made available on this in March. Alternatively, you can follow up with Elizabeth Ball or Jackie McQueen (contact details are below).

Sifting Criteria

Partnership criteria

An operating partnership that includes key local interests; eg community, business, stakeholders and has agency support.

A partnership that is community-led and demonstrates a commitment to independence.

A partnership that has the capacity to deliver social, economic and environmental benefits to its community and can demonstrate a track record of delivery .

A partnership that is able to demonstrate an understanding of enterprise and a track record of entrepreneurial activity.

A willingness to work within the management arrangements that allow asset ownership and income generation

The ‘idea’ will:

• Be based on research on need and the local market

• Deliver social, environmental and economic benefits to the town

• Help secure the future of the partnership through contributing to its financial sustainability and offer the prospect of additional resources for the partnership (and not substitute for existing committed resources.)

• Thus be capable of generating a surplus over the operating costs and the returns required by funders and investors.

• Contribute to national, regional and local strategies
